We are an independent statutory authority established under the Gaming and Liquor Administration Act 2007.
We promote fair and transparent decision-making under the Gaming and Liquor Administration Act 2007.
We hold a number of functions under liquor, gaming and music festivals legislation, including:
- determining licensing and gaming applications
- issuing various orders, including requiring licensed premises to close for a period of time and banning persons from entering licensed premises for a period of time
- determining disciplinary and remedial action to be taken against licensees and others, and
- reviewing certain delegated decisions made on its behalf by Liquor & Gaming NSW and certain decisions made by the Secretary, Department of Creative Industries, Tourism, Hospitality and Sport (DCITHS).
We take a risk-based approach to discharging our functions. This means that we will refer to the statutory objects and specific statutory criteria for making decisions set out in the liquor and gaming legislation. We will also consider relevant liquor and gaming-related research and evidence, including crime, demographic and health statistics.
A number of routine licensing functions are delegated to senior staff in Liquor & Gaming NSW.
Meet our board members
Ms Caroline Lamb was appointed Chairperson of the Authority on 19 December 2022.
Caroline has many years’ experience as a commercial lawyer and more recently as Chief Executive Officer of private and public sector organisations. She has served on several boards and has consulted to boards on corporate governance and board performance.
Caroline established, and for several years operated, a successful consulting business, becoming recognised for expertise in risk management and organisational change programs. She is a Councils Member on the Australian Professional Standards Councils and a member the Professional Standards Committee of the Actuaries Institute of Australia. Caroline is also a Director of Wentwest Limited, which delivers and integrates primary healthcare services in Western Sydney.
Mr Chris Honey was appointed to the Authority on 12 February 2024. He became Deputy Chairperson of ILGA on 23 October 2024.
Chris retired from McGrathNicol in 2015 having been one of the founding partners. He was previously a partner in KPMG’s Restructuring Services practice and has worked on assignments in the UK, Europe, the Middle East and New Zealand.
Chris’s major appointments in Australia included that of Joint Liquidator of the HIH Insurance Group of companies, as well as the Joint Receiver of ABC Learning Centres. He was also McGrathNicol’s National Risk Partner. His more recent roles have included being a Director of Regal Funds Management and he is currently Honorary Treasurer for the Royal Humane Society of NSW.
Chris is a Fellow of the Institute of Chartered Accountants in England and Wales and a member of Chartered Accountants Australia and New Zealand.
Ms Cathie Armour was appointed to the Authority on 19 December 2022.
Cathie is an experienced regulator, having been a Commissioner of the Australian Securities and Investments Commission, Australia's corporate and financial markets and services regulator, for the last 9 years. During this time she worked closely with government, ministerial offices and other regulatory and law enforcement agencies. In her role, Cathie was involved with a broad range of consumer, small business and industry stakeholders across Australia and internationally.
Cathie has built her regulatory expertise from a career as a general counsel in global financial services firms and in private legal practices in Sydney and New York. She also has experience in senior compliance, risk and operations roles in the financial services sector.
Cathie is a graduate of the Australian Institute of Company Directors and a member of Chief Executive Women.
Dr Sue Craig was appointed as a member of the Authority on 19 December 2022.
Sue is a former NSW Government senior executive with extensive experience in administrative decision making, legislative and policy reform and implementing risk frameworks, including for liquor and gaming applications.
Sue has delivered regulatory reform programs in health, social and community sectors, as well as the finance industry where she oversaw the delivery of transformation capability and delivery standards across group as part of Westpac’s response to a court enforceable undertaking.
Sue is a Fellow and elected NSW Divisional Councillor of the Australian Institute of Company Directors. Sue holds a PhD in Business and Informatics, and is a certified Lean Six Sigma Black Belt and registered nurse.
Mr Jeffrey Loy APM was appointed to the Authority on 19 December 2022.
Jeffrey recently retired in 2021 as Deputy Commissioner of Police after a distinguished 40-year career in the New South Wales Police Force. As Deputy Commissioner, he led and directed the strategic operations of five major commands.
Jeffrey holds post-graduate qualifications including a Master of Business Administration from the University of Queensland and has completed the Law Enforcement Executive Development Program, FBI Academy, Quantico, USA. He is a Fellow of the Vincent Fairfax Ethical Leadership Centre, Ormond College, Melbourne as well as a Graduate of the Australian Institute of Company Directors.
Jeffrey has received a host of notable state and national awards including the Australian Police Medal (APM) and the National Emergency Medal (2019 Bushfires).
He is a long service member of Surf Life Saving Australia and the current competition director for the North Cronulla Surf Club.
Mr Nick Nichles was appointed to the Authority on 6 November 2024.
Nick is a commercial diplomat and was both the Consul-General for Australia and Senior Trade and Investment Commissioner in San Francisco, USA. He is an experienced senior executive in the public service having been the Chief Operating Officer for the Australian Trade and Investment Commission before his role in San Francisco.
Nick has strong commercial business experience having held C-suite roles with McDonald’s, Foxtel and NSW Lotteries, leading the latter state-owned corporation through privatisation as its CEO.
Nick is a graduate of the Australian Institute of Company Directors and holds tertiary qualifications in business and marketing.
A/Prof Amelia Thorpe was appointed to the Authority on 6 November 2024.
Amelia is Associate Professor in the Faculty of Law & Justice at UNSW Sydney, where she specialises in urban governance. Prior to academia, she worked for the planning, transport and housing departments in Western Australia and in public interest environmental law in NSW and the South Pacific region.
Amelia has served on several boards and statutory bodies, including local and state planning panels in NSW. Amelia is currently an Acting Commissioner in the Land and Environment Court of NSW.
Amelia has degrees in Architecture (UWA), City Policy (Murdoch) and Law (Oxford, Harvard, ANU).
